And expand bans for foreign agents

A bill has been submitted to the State Duma that proposes to expand the list of bans and restrictions for NGOs, the media and citizens of the Russian Federation included in the register of foreign agents. And at the same time, to prohibit Russians and organizations not included in the “toxic” registers from holding street actions near the buildings of the parliament, government, regional and municipal administrations and many other places…

The bill was signed by senators and deputies from all factions, except for the Communist Party. Among the authors are the heads of the commissions on countering foreign interference of the Federation Council (Andrey Klimov) and the State Duma (Vasily Piskarev, ER). They consider it necessary to amend 16 existing laws.

Why and why such changes? An explanatory note should have answered such questions. But in the explanatory note to this initiative, there is only one sentence: “The draft federal law of the Central Organ on amending certain legislative acts of the Russian Federation” is included in the package of federal laws aimed at improving the regulation of the status of a foreign agent” …

What do we know about this package? Recently, the State Duma adopted in the first reading and intends to make law by the end of the spring session the rules for maintaining a unified register of foreign agents, which will include both NGOs, the media, and public associations without forming a legal entity, and individuals (now they are all scattered across different registers, which led by the Ministry of Justice). The basis for recognition as an “agent” will still be any amount of money received at any time from any foreigner, be it a relative or employer, or from any foreign organization. But it is possible not to receive money – it is enough just to fall under foreign influence in any form and at the same time engage in what is called “political activity” in Russia. The connection between money, influence and such activities is not necessary. The consequences of acquiring “foreign agency” status are specified in the bill that was submitted to the State Duma on June 9.

Foreign agents will be prohibited from being officials of any level and status, from federal to regional and municipal. They will also not be allowed to hold positions in the military service – at the same time, as you can understand, they will not be released from conscription service anyway. Foreign agents of any kind will not be allowed to donate money to political parties. They have no place in the election commissions.

Those included in the register will be prohibited from transferring funds to the fund for holding some (absolutely any, even in defense of homeless cats and dogs) street action. At the same time, it is proposed to make changes to the law “On meetings, rallies…” that will confuse those who wish to apply for holding a picket, rally or procession. Anyone who wants to, we note, not only foreign agents (they will generally be banned from applying for holding street events) …

At the moment, it is strictly forbidden to hold a public event in areas directly adjacent to hazardous production facilities, as well as near overpasses and gas pipelines, railways, power lines, residences of the President of the Russian Federation, court buildings, emergency operational services, colonies, prisons and pre-trial detention centers. And also in the border zone. The authors of the bill want to ban filing applications for shares also near river, sea, railway and automobile stations and stations, airports and marinas. And also at buildings and on the territory of educational and medical institutions, social protection organizations, at children's and sports grounds. And it will also be impossible to gather near the buildings of any authorities of any level – although, it would seem, where to put forward demands, if not where the decision-makers sit? Under the ban will fall and “places of worship” and “places of pilgrimage.” In addition, the regional authorities will retain the right to impose additional bans and restrictions on venues for mass events on their territory…

What is the connection with the fight against foreign influence? I don't understand.

Foreign agents will also be banned from “producing information products for children.” We consider children under the age of 18. And the Law “On the Protection of Children from Information Harmful to Their Health and Development” considers media and any printed products, that is, books too, video or audio content on any media and on the Internet, and entertainment events to be “information products” like concerts or performances, and radio broadcasts…

And foreign agents will also be deprived of the right to conduct “educational activities” in relation to minors. And the current law “On Education” will prescribe a ban for them to engage in “pedagogical activities in state and municipal educational organizations” – including schools and kindergartens. It is not very clear with universities: any “educational activity” in relation to minors will also be prohibited, follows from the text of the document, but Russians over 18 years old also study at universities …

And “to the heap” – several economic bans like a ban on participation in public procurement. The state refuses to insure deposits of foreign agents for 1 million 400 thousand rubles in case of bankruptcy.

This bill, apparently, will also become law in the coming weeks.
